What is Steak?
Steak is named in the official game description. In the reported story he lives in the high-rise, and Cruz swaps his usual food for carrots. Vegetables are what the route says set off the change into a huge aggressive form. He is found in Room 67 eating cookies, checks the bathroom, warns you not to flush, and later drags Cruz away. His arm is part of the Chapter 1 door scare, and he forces the escape elevator. In Chapter 2 he stops you on the stairs, says you freed a mimic that posed as Romy, and corners you with that mimic at the end. The route also says he attacks friends and family, including his father. No combat stats are published.

How do you use Steak?
Survive his searches and chases to finish chapters. Getting caught by him is the Another Victim badge, not a required clear. Do not feed him vegetables if you are trying to avoid the transformation the story describes.
